I have an R4 with 3 fans, 2 in front and one in rear. Front ones are set to be slightly faster than the rear one to promote positive airflow. Also have a hyper 212 on my 1230v2. My question is this....

I have an extra fan I can put in either at the bottom or top. Should I leave it as is, place fan on top or bottom?

1230v2 - 100% at 69c
970 - 71c at 99%
 
I vote bottom as intake. You'll keep the positive air pressure and you'll be putting air on the gpu. You can then speed up the rear exhaust.
 
You could try different things, but you should probably have two exhaust and two intake imo. Suggestion; If you haven't already, remove the upper drive cage. Have one intake fan in the top front position. Have the other intake fan in the floor of the case. Two exhaust fans, one in the rear and the other in the roof of the case. Getting another cheap fan for the front of the case for a total of five fans is always a possibility if you're still not satisfied.
 
Neither. An additional fan should go on the side panel across from the video card to blow both over and under it.
