Just like it says, would it be more beneficial for it to blow air down, or suck air out away from HS?

You want the air to blow away from the heatsink and remove the heat from the processor

depends on the heatsink. for example, the Alpha PAL6035 comes with a baffle so that the fan can suck, whereas a FOP38 is made for the air to be blown over it. read the instructions that came with it, it will say

No instructions w/it. I've got the fop32-1 and the first thing I did when it came today was to slap an 80mm sunon on that beeech. I wish I had ordered more fans, due to the fact that I have no intake at the moment. AopenHX08 w/just the ps and hs, 46 full load :) However, it is about 78 in my apt right now. Danm radiators. Oh yeah, I set it to blow :)
