Fan doesn't stop spinning

Yep. It's an external PSU fan. Do you have the same computer or something?

We have assloads of those EN SFFs at work. I can check it out tomorrow and see if they do the same thing, or if there's a setting in the BIOS that can change that.

I read that title of the post and thought that you meant when the computer was off, I've never heard of this problem and I am curious what's wrong with your computer.
 
One of my friend's computers does something similar. It is a custom built computer out of spare parts and the PSU has an issue when it shuts off, the 12v rail doesn't shut down all the way, it just drops to about 5-7v or so, so all the fans keep spinning away.
