For a Thermalright TRUE 120, which direction should an attached fan point - internally so it cools the air over the CPU, or externally so it blows air outwards from the heatsink?

Fans work better with heat sinls when they are blowing onto the heatsink. When they are trying to pull air threw any gaps on the side is where the ari will get threw and very little will actually be pulled threw the HS. Fans are generally designed to push rather then pull air. Especially when it comes to dirrect cooling. Also make sure that it pushing the air twards a near by exhaust fan.

Or use push-pull setup. Just use a few cable ties at one side to connect the fans together and clip the other with the provided clips as per normal.
