Fan Controller gives off heat

I've been researching which fan controller I should purchase and am thinking about the Sunbeam RHK-BA 5.25" Black Rheobus or a Sunbeam RHK-EX-BA 5.25" Bay Black Rheobus Extreme for my seven San Ace fans but I read some reviews on the Rheobus Extreme that it gives off a lot of heat which seems to me a little ironic. I'm getting a fan conlroller to keep the heat under controll in my computer cause of the heat my fan controller gives off? :)

when you downvolt,

your reducing power, but this causes strain on the power regs.

Its when you down clock, and downlock on a lot of fans where u see controllers get hot.

Is there a fan controller that doesn't get as hot. I have seven fans and I am not going to run any of them at full speed at 2600rpm. Or will the Rheobus just have to do?

I just buy fans that run around the speed I want. But I would assume anything that uses electricity gives off some heat.
