Qbah, maybe I should be a little more clear. Before downloading the expansion packs I had already beaten the game and every sidequest, too. Even more, I found nearly all unique weapons, schematics, and pretty much every other cool thing to do. Therefore a LARGE portion of the game's enemies were already dead prior to me continuing recently.
So yeah, the completely new areas have plenty of guys in them (Point Lookout, like you mentioned). But I'm not seeing any new enemies around the landscape just "normally" in the Capital Wasteland. The only living enemies out there seem to be Talon mercs (which spawn constantly) and the occasional radroach.
