I never had ammo problems but:
- I used VATS 99% of the time
- I used melee for the radroaches and other mostly harmless critters
- I carried as much saleable junk as possible so I could buy every bullet Moira and the traders outside Megaton had.
- I turned on the flashlight in dim areas so I noticed the loose mags and spikes on shelves and tables.
