Falling Overclock, 3.3 VI/O Rails & QFAN :(

Argh, my overclock has fallen from a sizzling 2.8Ghz to a paltry 2.5Ghz for no apparent reason. All hardware has remained the same, including bios revisions etc. When I first purchased my 1.8A, I could get 2.8 no problems (endless loops of 3DMARK and Quake3), however, over the past couple of months my computer is becoming increasingly unstable. Now, I am lucky to get 2570 without hardlocks, or play a game without the screen becoming a mess of verticle lines. I have a couple of theories, tell me what you think.

My 3.3 VI/O rail only registers @ 3.1 at all times, unfortunately, there is no setting in the bios to change this value.
Secondly, despite disabling Asus QFAN, my fan never spins at maximum speed. It is a constant 3000RPM regardless of temp, when the fan is actually rated at 4500~rpm. Lastly, I may have caused physical damage to the CPU because I am running Asus over-volt, nothing appears wrong to the naked eye, but there is no way to know for sure.

Please Help!!!!

System is as follows:
1.8A @ 2570Mhz (1.9V)
Asus P4S533
256MB PC2700 Ram (5:4 Mem ratio, 2.5,3,3,6)
80Gig Maxtor Diamond Plus 9
Radeon 8500 Retail (Stock)
CDRW, Sound, NIC, etc.

1.8A @ 2570Mhz (1.9V) :Q

There is your problem... Reduce your voltage to below 1.7!

If I reduce to 1.7v the system won't post, i'm running the overvolt mod on the Asus board. The thing is though, I have always been running that mod since the beginning and have had no problems until now.

you may have caused electro migration in the cpu- anything over 1.8v on a p4 without water cooling is crazy IMHO

Yeah, probably should have joined the boards along time ago.

P.S: Any thoughts as to how to get my fan running @ its rated speed. Stupid Asus Q FAN

Just go into your bios & disable Q-fan. that easy.

LOL, yes I disabled QFAN from the very beginning, and I also set the ratio 15/15 to run full speed. However, the fan still runs at 3000rpm

there's nothing else you can do about that, the intel fan has a bult in thermister that will speed up or slow down depending on the temps.

Btw your chip is going to probably die soon, geez 1.9V it's a miracle it's not dead yet.

If your fan is a 4500rpm Tornado or such, don't plug it into the motherboard. You may blow a header, and even if you don't it's just that much more strain on your mobo's power circuitry. But yeah, even I know enough not to get a Northwood over 1.7V ;) Time to hook yourself up with a new CPU maybe (see, there's a silver lining to the cloud ;))
