Faint buzzing from video card...wtf?

I'm having a strange problem:

I hear this fairly high pitched, faint buzzing noise from my computer. I can only describe the noise as being electronic (like the sound of working electronics, radiation of some sort), but is fairly quiet (just loud enough to annoy me when the room is silent). The noise is steady when my computer is displaying a windows app or the desktop, but goes away when the computer is "working". Examples of times it does NOT buzz:

- When I swipe my cursor through ObjectDock
- When loading web-pages (after clicking links)

I opened my case and seemed to have pinpointed it to my video card. It seems like the video card doesn't buzz when the display is changing, but buzzes when the display is stagnant.

Anyone have a clue?
