my first thought was that it does take several months to settle in and then they'll look better, but there's nothing saying when she had it done. She's sort of thick there in the middle, though...smaller waist would help them out a lot. Given what the ratio looks like now, either she truly had nothing up top before or those are some small implants (why bother).
