Faded black lines on monitor

Lately I've had these faded black lines running horizontally all across my screen(Viewsonic CRT). Viewsonic hasn't given me any help they just tell me to send it in to get fixed, which I don't want to do because it's my only monitor. I've done a few searches and heard that the monitor isn't getting enough power. Also in Doom 3 I have one horizontal line scrolling from the bottom to the top of my monitor at all times which I read could also be a result of the monitor not getting enough power. I have the monitor plugged directly in to the wall so I really don't see a way to give it any more power than what it's getting.

Could there be any other explanation for what is happening?
 
If you can, Try the monitor on another system,( a friends or whatever), and see if you get the same results. If it clears up, I would then try a different video card, and or video cable.
It's a bit unlikely that it is a power problem, but I guess it could be.
