I don't use either but I can see some benefits.

I work in emergency management so if there was an event and people are posting to Facebook or Twitter about that event, the info may be helpful.

Is there a product or service that crawls either or both and could search for key words? IE: flood, fire, tsunami, earthquake, etc. Something that would run without constant input from a human like manually typing #flood into Twitter.

There are lots of Twitter clients, find one you like. I used TweetDeck back in the day, when it was good (before Twitter acquired it). You could open any number of tabs containing different stuff. You could have one tab for one specific account, the tab would show the latest tweets from it and update whenever something was posted. Same thing hashtags, make a tag for a hashtag you want to follow and it will update with any tweet with the specific hashtag(s).
