Typically the foam pulls apart. You can glue it, but it will just pull apart again. You might have some luck scraping off the foam, if you can, and then gluing the cloth to the cardboard. Good luck, I've never had much luck repairing cloth headliners. (I use 3M headliner spray glue)

I usually take the old headliner and base completely out, scrape the old foam off the base, then I buy some matching heavy fabric at Wal-Mart. Spray a light coat of the glue on both surfaces, and as soon as it "tacks up", carefully lay the new fabric on the base. Trim to fit and you're good to go.
Spot gluing an area is a PITA and it never looks good, but if you must, clean off as much of the foam backing as possible, then spray both surfaces as best as is possible. Then try laying the material back in place.
