That sucks man... pretty fvcking lame. few months ago some douche bag smashed my windshield in.

Call again and mention that you called without a response earlier. Maybe just say that you'd like to file a Criminal Mischief (it might be called something else there, though) complaint and leave out details unless they ask.

He might live in one of those areas where unless you're going to be file with the insurance company, the Police don't care.

If that's the case, then he should bring this stuff to his city council representative. If that doesn't get anything done, write into the local paper. While none of us like to just take reports, we're far too professional to just ignore citizen calls. I hold the same standard for other departments as well.
