I got my x1900xt this week from dell SB and boy this card is awesome. With stock cooling @ stock clocks (621/720) it idle'd at 52 and loaded at 75 degrees, and the card never got hot enough for the fan to spin at a high RPM! so the card was whisper quite at load. I then oc'd with CCC to 690/790 (highest it goes) and nothing changed! Can't tell a difference in temps, still at 53 idle 76 load, plus the fan still is whisper quite! So either there's something wrong with my card or I got a helluva nice one.

Also is there a good program for oc'ing/temp monitoring besides ati tool? (it crashes my pc everytime I open it :( )

I know what you mean SZ. I just got a x1900xtx. Finally able to use it after over 2 weeks since I ordered (first one was DOA). It's so sweet. FEAR is completely maxxed out on 1920x1200 res, how awesome is that?

Well I had some stuttering when mine was maxed out at 1600x1200, but then again the rest of my system is not as good as yours (1gb valueram, 2ghz amd64, asrock duel939...) so its all good.

Still waiting on that program, really really need one.

There are all sorts of overclocking programs you could use. Rivatuner is pretty good and so is ATI Tool. Do you have the new beta ATI tool? I've been introduced to that and am sort of experimenting with it. I used Riva with my 7800GT SLI and thought it was pretty cool too though so try that if you want.
