extracting individual chapters in VCD and DVD... how?

Is it possible to extract individual chapters in VCD (MPEG 1) and DVD (MPEGS 2) ? And then burn the collection into one disc, similar to making your own personal mix of audio cd ?

DVDShrink can extract just a chapter. DVDAuthor can than put the chapters together. Personally, I rip the whole DVD to the HD and then just use DVDAuthor to select what I want to keep. For VCD you can just use an MPEG editor like the ones from Honestech.
