External video for laptop

I'm recycling my old Acer 22" x223w from my desktop system to use on my laptop when it's at home. I've hooked it up to the VGA output on my Dell Inspiron 1545 and it's working fine but only at 60Hz. I've updated the Acer driver and still can't get anything but 60Hz. Is there a good CHEAP external video box out there that will run that Acer at higher refresh rates? The cheapest I've seen is

But it's $55 and I was hoping for something really cheap since I rarely use the laptop at home.

I'm not going to dispute that as to confirm I'd have to move the Acer back to the other room and plug it all in. OK then if the problem is not the refresh rate, how can I get rid of that migraine inducing flicker it has with the laptop that was never present with the desktop's Radeon 4670? Any help would be appreciated as I'm running out of Aspirin. 🙂
 
Use a better/more shielded video cable?

Did the trick! The Dell laptop has no screw in sockets on the side of the VGA so the first cable wasn't really connecting well. Changed the cable and I'm getting clean and flicker-free video! Thanks! 🙂
