External TV Tuner. What to Buy?

I currently have a laptop that I was going to hook up to my Sony monitor. I was looking for a TV Tuner card, and becasue it is a laptop I need an external one. I don't mind spending about $150. My monitor is a Sony 17" Flat-Panel LCD Monitor SDM-HS75P/B and my laptop has an ATI Radeon Xpress 200M and running on an AMD Athlon 64. What is the best TV Tuner card for my laptop and monitor. Thanks for your help.
