External hdd (USB) changes to first available drive

Okay, so here's my situation. Running Winxp, have a external 60gb drive and I don't use it everytime. But when I do use it, the drive letter that it gets assigned always seems to be the first available drive. (usually F: ) But when I plug in my CF reader first, that has like 4 drive letters for the different slots, it will take F: through I: and when I plug in my external hdd, it will then pick J:...
So is there a way to always make the external hdd use J: drive, even if there is no devices between my last taken drive letter and the J: drive???
I tried using drive manager, but it only seems to work in real time. I can set the drive letter to J: manually, but after I take it out and put it in again, it will revert back to the first available drive...

Actually, I ment to say Disk Management instead of disk manager in my original post. I did try that and I can assign it any drive, but if I unplug it, plug it back in later, it goes back to whatever the first drive letter is available... 🙁
