External Harddrive Problems

I have a Western Digital 200GB external hard drive. It is connected to my laptop using a 4 ping firewire cable. This is my second because my first one failed during a power outtage. Last Night I shutdown my laptop, and then I unplugged my harddrive. However, this smorning, I power up my computer, and then I power up my hard drive. It spins up, gives me a few large clicking sounds followed by a little humming after each one. Then the hard drive spins down and stops.

Now my computer is recognizing the drive as there when I go to the "Safely Remove Hardware" in my bottom tray. However, no icon has popped up under my computer allowing me to open the drive. Finally, its not spinning at its usual speed. Normal the drive is always under max rotation. Now its not spinning.

So whats the deal? Did it fail again? If so, this is the last time I buy anything Western Digital.
Thanks for your help.
