External harddrive causes reboot when connected

Hello. I have a toshiba 80 GB 2.5' harddrive, installed in a case to be used as an external USB harddrive. It works flawlessly on many computers, but on one computer it causes a problem: The PC reboots when I connect it to the usb port. I'm guessing it's because of power issues (300 watt PS) as the PC has 2 harddrives, 2 optical drives, and a P4 2.8 GHz. Using WinXP SP2 with all updates on winupdate. Any ideas would be appreciated.. Thanks!
 
It is almost certainly a power issue of some sort. I see two basic possibilities: either the PSU is on the edge to begin with, and that pushes it over or the USB connection is shorting and causing the PSU to freak out.

Diagnostic questions: Does this happen on any USB port in the system, or only some of them? Is the system otherwise unstable, resets when spinning up optical media sometimes, etc.?

Phisrow: The same happens on all usb ports on the system. In normal conditions, everything works smoothly with no problems.

I'm not sure its a 300 watt ps. Probably it's along the lines of 200-250 watts. I'm considering getting a 350+ watt ps and seeing if it solves the problem.
