External drive not working

so recently i decided to reinstall windows, so i backed everything up onto my old-ish external drive.... it's a regular harddrive in one of those usb casings, it usually makes a lot of noise.

this morning i go to start reinstalling stuff and when i plug it in, there's no spinning, and no sound. none of my computers even acknowledge a usb device being plugged in. any suggestions? i've got a lot of important stuff on there :(

it seems to be the power supply, it runs when i put it into my computer, but i get an I/O error when i try to read it. funny because i can view the directories on the root of the drive, just not open any.

Take the HD out and test it via IDE...if it works RMA the Case
