External drive is/isn't loading

I just bought a new Seagate drive (200GB Seagate) with an external enclosure (NSP-ED352). I set the jumper to Master and all the connections are setup properly. I can hear the hard drive purr when I turn the case on.

In XP, it's a different issue. The drive shows up in Device Manager (Oxford Semiconductor Ltd. OXFORD IDE Device IEEE 1394 SBP2 Device), but the list of drives in My Computer doesn't update. So if I turn the enclosure off, I see it disappear from the 'safely remove hardware' list. Turn it back on and the drive appears, so XP is recognizing it. But why won't it show up in My Comp so I can format / use the ah heck?

Any suggestions?
