External CD Burner not reconizing driver or hardware

Hi, I got a major problem, I tried to hook up my Plug and Play External CD Burner today to burn some cd's and it wont reconize the driver, I've tried dling all newer versions and older versions and still no go 🙁
When i install the latest driver it goes through but then when windows starts it says found new hardware and don't find the driver when i say where its at.

And it device manager i get nothing execpt a question mark next to other devices.
No drive letters have been added yet to win explorer so i dont know what to do.

I'm running windows 98 on the computer i'm trying to hook this up to. The computer is not my whats in my system rig, this computer i'm using has nothing really in the following info:

Hewlett Packard Pavillion
533 mhz
30gig hd
192 ram
model # - 8655C

The cd burner is the following information:

Hewlett Packard CDWRITER PLUS - External
8200 Series
SN - SG0076tm84
