Extended Download Service for Norton Anti-Virus DOESN'T WORK

i just re-ordered the extended download service for norton anti-virus (it lets you download the program again online instead of having an actual cd). however, after i download the program (it gives me a download manager), and i start the download of the program, i get the following error message:

(1116) The maximum install count for this product has been reached.
Please make note of this error code and contact Symantec to resolve this issue.

if i just re-ordered it, how can i be over the maximum install count, and why would there be a maximum install count if i'm paying for it?

This isn't the place to post this topic, but why don't you follow the instructions and contact symantec?
