Question EXT DC 3V, diagram, etc

Is this the right thread??

my uncle found some sort of (1990s??) gadget, but my question is not about the gadget itself.

He’s stitched me up like a kipper, asking me to find a power-source. He’s told me it’s got to be European (whatever that may mean) and has made this “helpful” drawing::

I know vaguely what that means, but could anyone PLEASE tell me (in kindergarten language, so I can explain it to him) ::

1) what exactly does all of that mean?? (Both the drawing and the “EXT DC 3V” bit)

2) in which way are the drawing and the “EXT DC 3V” related??

If he buys the wrong item & burns his vintage gadget to a crisp, I’ll shamelessly blame you…...

Err you can get a power adapter than has multiple barrel connectors. Center pin is positive. Usually there is a label that says how many amps it needs. Have him check the bottom of the gadget. I guess European meaning 220VAC. It means external power port 3 Volt DC. He doesn't have a smartphone to take pictures with?
