explorer windows not recycling themselves

I've got a system here at work running 98SE that refuses to use the same window for viewing folders on the hard drive. Every time is keeps opening up a new window. When I go under Folder Options, I cannot change the settings at all under general. I can change the settings under the other two tabs but not the general tab and it is set to classic. Any suggestions?
