Explorer.exe service cycles cpu at idle

I have a 3 year old Dell desktop running win XP pro sevice pack 2. When I start windows task manager with nothing else running, I get cpu useage cycling from 0 to 10-25%. I have gone into services and turned off each service one at a time, no change. I've checked for viruses, rootkits, spyware, etc. It doesn't matter if I am on the internet or not.
Usually it does it, sometimes it doesn't. My other machine, a Compaq notebook running the same OS cycles 0-2% at idle all the time. I use AVG and Zonealarm in both.
I restored to a 2 year old backup of a clean install. still does it. It's driving me nuts, any ideas?
