explorer.exe crash on startup

My friend uninstalled some prog and now her Win98 won't startup. Explorer.exe fails to load. I assume this is related to a dll , but I have no idea how to fix it. Please help.

I would try an overlay install of 98.

what exactly was the error? did it state which dll failed to load? Try doing select startup? (you know the f8 thing?)
