a friend of mine just got a new comp from office depot and had it working fine until she installed bellsouth on it from the disk. know when she boots windows loads then the icons pop up for a second and the go away leaving nothing but the background. the start menu isnt there either. explore.exe seems to not be working. safe mode how ever works fine. if i go to safe mode and uninstalled the bellsouth and set it up manuelly should it work, or will choosing last known good configuration work or what should i do.

I'd say run a virus scan, and go ahead and check your registry for anything odd being run at startup, and if you can undo whatever the Bellsouth disk did while in safe mode, go ahead and try that too. I'm not sure exactly what "last known good configuration" does, but I've found it to be quite ineffective in the past for solving problems and restoring functionality.

Also, when explorer.exe fails to start, can you get things back to normal by hitting ctrl + alt + del to being up the task manager and then doing New Task -> Run and then typing "explorer"?

Maybe the problem is the syntax. It is not "explore.exe" but "explorer.exe."

ctrl+alt+del, goto task manager. File > New Task. Type in explorer.

If it doesn't run from that, then you got a problem. If you get the file manager, windows explorer, instead of the shell(your taskbar, desktop icons, etc), then that's another issue.

If you can get explorer to run though, uninstall bellsouth.

Uninstall it anyway. Most ISP "install" discs are scams. They only change a couple settings that are user (admin?) accessable in Windows. They also install adware and spyware.
