Explain user ratings to me?

How come some people have user ratings and others don't? How come some people have negative user ratings?? How come I can't vote on some peoples user rating?

What significance does a user rating have on anything?


Sorry, been buggin me a lot lately is all.

if user ratings are your biggest problem, you need to get out more.

1. You have to enable it.

2. Because they suck or didn't when asked to.

3. Maybe because you've already rated that user.

4. It doesn't have any significance.
