I don't know if I agree with you. Guys may not notice consciously, but dress and grooming definitely change how you look. The right clothing will attract guys. Whether they think "nice dress" or "nice boobs" is another matter entirely.
No matter how hot you are, men's size large sweaters, sweat pants and hat hair don't attract guys.

I've heard this same statement from multiple friends, that often times females dress more--or at least equally as much--to impress other females as they do males.
I'm not saying it's the case for all, or even most, women, but I do know it happens.
