that is what i thought, i have heard that heroin addicts sometimes feel like their skin is crawling when they need to get a fix, maybe it is related to heroin or something

Actually, you guys are all wrong. Eddy Vedder is drunk while he recorded this song. It is a reference to being on drugs and seeing little things crawling all over, but he's actually just wasted. The band loved what they had come up with just being silly so they decided to throw it on the record. I know there's more to the story, but that's the jist of it.
