explain all this ntsc and pal and secam stuff

I know they are used in different parts of the world and have differences but which one is the best? why?

One isn't better than the other. PAL is 25fps, NTSC is 29.97 fps...they look identical when you compare a ntsc and pal set.

PAL ~ 570p @ 50Hz (24.?? fps)
Secam = FM Modulation POS
