expiration date on milk

so i'm having some cereal as a late snack. and i notice my milk has two expirations dates (actually ive noticed this for years now but just never decided to ask here on atot). i live in nyc but i go grocery shopping outside of the city (westchester). the date on my milk is 9/22, but in a smaller font it says "in NYC, 9/18."
whats up with this? why have two dates? it should be safe to sell/drink regardless of where you're located.
