so my company wants to use outlook 2002/xp as a scheduler so people can schedule meetings and such while being able to see each other's busy times, free times, etc. Is there any way to do this without using an exchange server or having everyone sign up for a .net user id with no 3rd party apps?

You can make a PST file that everyone has access to, like on a network drive. And add it for everyone, and it can work like a public folder that way.

This isn't a solution because only one person can have the pst open at a time. Unless it's two people sitting next to each other who can tell each other to open or close the folder when needed, it'll be more trouble than it's worth.

Workgroup Share.

Here

I used it with one of my clients. They love it. They can access their shared contacts, calendar and tasks remotely as well.
It's very easy to set up and runs as a service. Actually, I'm damned happy with it. :D
