exFAT not reaching USB 3.0 speeds

Hey guys, I just formatted a 64GB ADATA flash drive to exFAT, allocation size 4096. I am transferring about 1000 MP3s to use on PS4 music player when gaming. Problem is when transferring files, I am only getting about 20MB/sec. Is this normal? If I understand it correctly, isn't exFAT made for flash drives? Any help would be appreciated, TIA
