exclamation mark on Local area connection

I have set up a small network for a work mate( only 2 PCs ) and have a yellow exclamation mark on the local area conection icon. It says only partial functionality and you may have trouble trying to conect to the internet. The two computers see each other and you can transfer files but internet connection sharing will not work. both computers have Win XP Home. I have tried using the repair function but that dosn't work. any ideas as I have never had this problem with any other computers I have been involved with.
 
Power cycle the router. This has helped people I've worked with in the past. Also I've seen ths when they had a bad cable connecting that particular compuer to the router.
 
I dont have a router, the 2 PCs are connected by a 4 port switch, both computers can see each other but i have the exclamation mark on the pc with the internet connection. this connects to the internet via a ADSL modem conected via USB.
 
Could be an issue with Windows XP. Have you upgraded to Servive Pack 2 recently? If so, may want to check your windows firewall settings.
