Exchange Server/Client issue.

Something odd is happening at a sister company of ours, and although i do not have all the detail, i would have thought it was an easy solution. I am sure someone here would know the where the setting is.

When people are replying to messages from their mailbox, the body of the original message becomes and attachment instead of remaining in the body of the repling message. Anyone have any idea ? I do not have access to a Exchange server, so I can play. I believe it to be the server and not the client though.
 
In Outlook (at least), click on Tools > Options. In the preferences tab, click on E-mail Options. Check the setting in the middle of the dialog that says "When replying to a message:" Mine is set to "Include and indent original message text" The other options are attach original message, etc, etc.
