Exchange OMA/Push with Verizon phones?

We were using Verizons Sync software on are old network but not really fond of it. I want to do regualr push or have their phones connect to activesync over the air and get their email. Right now everything is enabled in Exchange for Web Access and Mobile side. The only thing I haven't done is create a cert? Do I really need this?

On the phones I point them to our OWA site (when using ActiveSync over the Air), which is what MS states, then I enter their loging info, but when syncing the login screen just keeps asking for the password over and over.

The OMA site is accessable from internally using IE7. Right now there is nearly no rules on the firewall server.

Is there a better way to push email to these phones? Or what am I missing?
