Exchange Global Address Book - Active Directory User Information

Is there a simple way for a single user with AD permissions to make changes that effect every user in an enterprise running Exchange 2007, that doesn't involve updating and sharing individual vcards for user information? (phone, e-mail, office location, title, etc)

Sounds like you want to use the Delegate Control Wizard in ADUC to assign limited permissions over an OU to someone.
