Exchange forwarding to external address problem...

Goal is to have Exchange copy/forward all emails sent from internal and external addresses to an external SMTP address (yahoo.com in this case).

I followed these instructions. Very basic, should be no problems. In fact there are other users in the network that has no problems with the exact same configurations.

After setting it up, I got it working just fine if I send to the internal recipient from an internal address. (user1@company.com to user2@company.com) Exchange would forward to user2@company.com as well as user2@yahoo.com no problem.

The problem happens when sending to user2@company.com from an external address such as userx@gmail.com. Exchange would not forward that message to the external user2@yahoo.com address as intended.

What could be the problem?
 
Did you allow automatic forwards under Internet Message Formats for the Exchange organization?

Under Global Settings select Internet Message Formats
Right click Default (in the right pane) and select properties
Select the Advanced tab
Enable "Allow automatic forward"

What does this setting do exactly?
 
It allows the emails to get forwarded outside the organization. The setting to allow out of office messages out is also in there.
 
It was unchecked however another user is able to forward without a problem. How can that be? BTW, have to wait until tomorrow to see if it worked.
 
This setting only applies if there is an automatic forward rule. Users will be able to forward outside if they click foward in OWA or Outlook.
