Exchange 2003 w/ exchange 5.5

I have an interesting problem for any of you exchange guru's out there.

We just finished migrating from NT4 to AD 2003, along with that migration came the mail system from exchange 5.5 to 2003.

As of right now exchange 5.5 is still acting as the front end mail server it processes all incoming and outgoing requests.

Exchange 2003 as of right now processes all internal mail requests and forwards outgoing requests to the 5.5 server.

Everything is working fine until I create a new user. When I do this the new users can:
Login to their account
Access web mail
send messages to any user within the domain.
But when they try to send a message to an external address or an external address tries to send them a message it bounces and says it can't find the user.

Now here is what I have tried.
I created the user in AD with a mailbox and tied it to the same mailbox name on exchange 5.5

I created the user in AD with no mailbox and created a mailbox on exchange 5.5 tieing it to that particular account.

I have forced replication between the two servers and waited until replication would happen on it's own.

Nothing seems to work and I have a pile of new accounts that need to get created. Anyone have any suggestions or have seen a similar scenario?

Yes we do, and all the the AD servers are clustered if that matters.

Also I forgot to mention that the old users that were migrated can use exchange fine, infact they all can access the new webmail features of 2003 and send and recieve mail flawlessly.

It's just new users that are the problem.
 
Is the Connector a one-way from Exchange 5.5 to Exchangge 2003 or a two-way? In migrations, the connector is often set up as a oneway from 5.5 to 2003 since the expectation is 5.5 will go away.

In that case, that may be the problem. Exchange is not replicating to 5.5 and since 5.5 is your front-end, it is possible 5.5 is not seeing the new users you are creating hence their problem.

You may try creating a two way connector that allows Exchange 2003 to replicate to Exchange 5.5.
