I have been having some users complain about delays when sending to hotmail accounts. I checked the First admin group queues, and see that there are anywhere from 10 - 13 messages qued to hotmail.com all the time. I just created a new hotmail account and sent a message. I also got the bounce. On the exchange server, I also ran IISmanager mmc and found the following exchange error. I am rather concerned about the three red errors. I can't find anything in event viewer that relate to these errors. All Exchange services are running, also. As far as delayed mail, there are several recipients showing up as delayed, but they will send after a while. The hotmail entries always sem to be over 10. We are running Exchange 2003 on Server 2000 Sp4. This machine is also DC, all FSMO roles are also attached to this server.

I'm assuming something isn't working right, I just don't know where to look.
 
Ok for the first issue,I just restarted the default website and they went away. But I am still having delays sending to Hotmail. I am getting this in the queues:

I'm assuming the little red marks mean that the mail is frozen, but it won't unfreeze. Any ideas?
