Exchange 2003 Logging/Auditing

We have an exchange 2003 server for our company. I receive bi-weekly reports telling me how many emails are sent & received by different users. What I'm wanting to do is either find out where the option is or install a 3rd party tool that will actually let me log certain users sent and received email (From address, to address, subject and maybe the first 20 or 30 characters of the actual email). I want to be able to select which users to log and audit. Does anyone know of such a tool. I know other email servers have this built in and I thought exchange would have it somewhere but so far I've been unable to find this.

The purpose is so that once a week or so I can review sent and received emails and make sure most if not all email is actually business related and isn't being abused.
 
Yes, let me correct that, I'd like to audit/track individual messages by specific users that I/Management chooses
