Exchange 2003 DL not showing in GAL

When I create a new universal distribution list it does not auto generate the smtp and x400 e-mails and never shows in the GAL. Can not e-mail to it at all. Creating users with mailboxes work without a glitch. Even if I manually create the smtp and x400 it doesn't work.

Any suggestions?

But after going through all these I still have the issue. Please, anyone for the love of God please!

I think I found an answer...

It populated the x400 and smtp properly but not yet in GAL. I'll give it some time.
