you can use the arrow keys to move cells, although when i use my arrow keys, it moves the horizontal scroll bar. How do you change it back so that the left and right arrow keys move cells?
 
Is your scroll lock on?

The only other thing I can think of at the moment, is if you have selected Window...Freeze Panes. You could select Window...Unfreeze Panes and see if that fixes it.
