Excel: Locking Cells from being altered...

Need to creat a "form" at work that uses Excel and have stakeholders "electronically sign of" on the data in about half the cells. The other cells will be handwritten data that changes each time the form is filled out. The locked data is template and expected to stay the same.

Is it possible to have about 1/2 of the cells electronically "locked" after stakeholders "sign"?
