Excel 2010: Reference other cells when using icons sets (conditional formatting)?

For example: I want to use the traffic light icon set (conditional formating) in B1 and reference a percentage in A1.

Any suggestions. The basic formulas I use do not work...
 
Why not use the conditional formatting to format the cell red, green or yellow?

You're right, I could do, but it doesn't look as good.

I've managed to adjust the presentation of my tracker to accommodate for this constraint, so all is not lost. It just means using two cells instead of 1.

Pretty lame limitation by MS, if you ask me.
 
Defnitely not WMK if you're trying to use a stupid signal light in an excel spreadsheet.
