It's not a fact per se, it's an interpretation of historical fact.But yes, to answer your question, it is not bigoted to say that German identity were at one point in history predicated on exploitation and genocide - that is historical fact.
Hitler's best result in any election was ~32% of the popular vote from what I recall. That's roughly one in three Germans of voting age who took part in the elections. Not enough to establish that his way represented German IDENTITY.
He certainly represented German POLICY - seeing as he appointed himself dictator-for-life. But that's something different.
